Cape Verde aims to diversify its international contacts in order to secure aid, while maintaining good relations with Portugal (this former colonial power is not a major donor.) Within the region, Cape Verde seeks to restore normal relations with Guinea-Bissau, after withdrawing from a proposed union in 1980, and is developing contacts with other mainland nations, such as Senegal.
